Job Description:
Manages the key performance areas and results associated with the development and
maintenance of the automated valuation system of the City of Johannesburg and the
daily administration of the Valuations database. Manages the various data sets for the
directorate through maintaining a stable electronic working environment that meets the
requirements of the GICT & IM and relevant service providers where applicable. Manages
the effi cient utilisation of IT resources and identifi es potential database problem areas, and
coordinates plans to rectify such problem areas timeously and effi ciently. Supports valuation
personnel with relevant property information capturing and the update of information on the
approved system within the directorate. Ensures that the directorate, as a member of the
Property Value Chain, complies with all requirements relating to the COJ Land Information
System, by attending relevant meetings and ensuring the implementation of any changes/
enhancements to the LIS and the maintenance thereof in so far as the valuation components
are concerned. Ensures the regular reconciliation of properties between Valuation Services,
Rates & Taxes and Town planning to enable a comprehensive rates base for the COJ, which
would contribute to the accurate billing of such properties.
Statistically analyse valuation data gathered by valuers and provide feedback to the
Assistant Director to assist the directorate with fi nal valuation decisions in so far as general
and supplementary valuation rolls are concerned. Perform quality assurance exercises on
all automated mass valuations to meet international standards, which will be prescribed
from time to time, and give feedback to the director to update general and supplementary
valuation information prior to the fi nalisation of such valuation rolls. Keep abreast of new
system and valuation technologies, both hardware and software, to keep the directorate up
to date and provide advice and guidance to the Assistant Director regarding technological
advances to improve service delivery to the COJ and its ratepayers.
